SID Bonn Chapter

SID Bonn Chapter hosts a series of lectures on issues of developmental policy. About once a month, scientists or members of staff of development organizations are invited to discuss after a short introduction with the audience about current topics of developmental policy. The latest lecture took place at the German Development Institute, in Bonn (http://www.die-gdi.de/) on January 13. Dr. Stefan Klingebiel, who is currently Director of KfW Entwicklungsbank office (Development Bank) in Kigali, Rwanda, gave a talk about Public Financial Management (PFM). He spoke about the importance of a functioning PFM in developing countries and drew conclusions from his own practical experience in Rwanda. The audience and Dr. Klingebiel then debated whether or not PFM can be seen as a precondition for sector-based aid and if PFM really supports Good Governance and Decetralisation.
